Purpose of elections:

  Elections were held for one-half (127) of the seats of the Chamber of Deputies on the normal expiry of the members' term of office.*
Comments:
  * Deemed a normal expiry since newly-elected Deputies will only take office on 10 December 1989. Previous partial elections were held in September 1987.


Background and outcome of elections:

  The partial Chamber of Deputies elections were held simultaneously with those for President of the Republic and regional posts. Presidential candidates of Argentina's two biggest parties were Mr. Carlos Saul Menem of the Justicialist Party (PJ) and Mr. Eduardo Angeloz of the ruling Radical Civic Union (UCR) party; outgoing President Raul Alfonsin was not eligible for re-election.

Debate during the lengthy and lively campaign centered on economic issues in the face of the country's woes (record inflation and fiscal deficits, foreign and domestic debt, falling value of currency) in this sector, which the Alfonsin administration had failed to correct. Mr. Menem, using the slogan "Follow me", invoked the Peronist blend of populism, nationalism and Roman Catholicism in appealing especially to the labour movement; he called for higher wages and authentic federalism. Mr. Angeloz, countering with "for change without chaos", advocated a neo-liberal economic programme of deregulation, privatization and increased foreign investment.

On polling day, the charismatic Mr. Menem emerged victorious in what was seen as a contest of personalities as much as policies. Riding the winner's coattails, the centre-left PJ, already dominant in the Senate, won a plurality in the Chamber of Deputies over the moderate UCR, with minor parties picking up the remaining seats. The presidential outcome brought the Peronists back to power after a 13-year hiatus.

On 8 July, President Menem was inaugurated.
