Elections were held for one-half (127) of the seats of the Chamber of Deputies on the normal expiry of the members’ term of office. | |

The mid-term congressional elections – held simultaneously with polling for provincial legislatures and local officials – resulted in a convincing victory for the ruling Justicialist Party (PJ) of President of the Republic Carlos Saul Menem as the main opposition Radical Civic Union (UCR), led especially by former President Raul Alfonsin, failed to make gains in the Chamber of Deputies.
During the campaign, the Peronist (policies of nationalism and social improvement) PJ stressed its record in the economic field, especially its anti-inflationary and privatisation policies, for which there was considerable public support. The centrist UCR countered by focusing on corruption in government and the judiciary. On polling day, PJ recorded a significant victory in the capital, Buenos Aires a traditional UCR stronghold. Despite its overall gain of nine seats and an absolute majority in the Chamber, the Peronists and their allies fell short of the two-thirds majority (which they already had in the Senate) needed to sanction constitutional changes, particularly one enabling the President to run for a second consecutive six-year term of office. This reform was of special interest to Mr. Menem, who announced that a referendum would be held on the issue. The number of women Deputies increased from 13 to 42, largely due to a March 1993 law granting women at least 30% of candidacies. |
