ELECTIONS HELD IN 1991

| Elections were held for all the seats in the new Parliament provided for in the 1990 Constitution. General elections had previously been held in June 1989. | |

| In line with an August 1990 law that allowed for registration of opposition parties, the 1991 general elections were the first in Benin to be held at the multiparty level.
The road to this change was paved by the February 1990 national conference on reform, as a result of which the former, 206-member National Revolutionary Assembly, and the previously ruling and dominant Parti de la révolution populaire du Bénin (PRPB), were both dissolved. In December 1990, a new Constitution was adopted by referendum to replace the 1977 Loi fondamentale that had been repealed at the national conference. Under its terms legislative and presidential polling was scheduled. For the parliamentary elections, 23 parties grouped into 14 lists vied for the 64 National Assembly seats and substitutes therefore. Polling day was generally peaceful. Topping all other groups in number of seats was the Union for the Triumph of Democratic Renewal (UTR), a three-party alliance. Several parties challenged the announced results, claiming voting irregularities. In the presidential election held on 10 and 24 March, Prime Minister Nicéphore Soglo triumphed over incumbent President Mathieu Kerekou - in power since 1972 - and 11 other candidates. In April, the President-elect was sworn in and the National Assembly installed to take over legislative powers from the transitional High Council of the Revolution, which had been established in March 1990. |
