Purpose of elections:
	Elections were held for all the seats in Parliament provided for in the Constitution of December 1989 in the first such general elections since 1969.
Background and outcome of elections:
	The July 1990 general elections were the final phase of a process begun in July 1988 to democratise institutions in Chad. The new 123-member National Assembly was provided for in the December 1989 Constitution; it replaced the 30 member, appointed National Consultative Council (CNC). The new Constitution upheld the principle of a sole ruling party. Nevertheless, the governing National Union for Independence and Revolution (UNIR) did not officially put forward parliamentary candidates; totalling 436, these thus ran in a “free and individual” capacity. The electoral campaign opened on 17 June and proved lively, with much publicity to attract voters. On polling day, several prominent members of UNIR failed to secure seats. The newly elected National Assembly met for the first time on 5 August. On 1 December 1990, President of the Republic (since 1982) Hissène Habré and his Government were deposed by rebels of the Patriotic Salvation Movement (MPS); the MPS leader, Mr. Idriss Déby, became Head of State. On 3 December, the National Assembly was dissolved and the 1989 Constitution suspended. Mr. Déby announced his commitment to a multiparty system in Chad, and stated that new presidential and legislative elections would be held at a future date.
