Elections were held for all the seats in Parliament on the normal expiry of the members' term of office. | |

According to the Electoral Law, general elections for the National People’s Congress (NPC) must be completed at least two months before the newly chosen Congress convenes.
Results of the four-month polling period gave the ruling Chinese Communist Party (CCP) - the country’s dominant political organization led by President of the Republic Jiang Zemin - 2130 of the NPC’s 2979 seats, the remaining 849 Deputies being non-party members. Minority nationalities were represented by 428 members. On 25 and 26 February 1998, the CCP’s Central Committee approved a broad government reshuffle and a proposal to streamline government bureaucracy. The plenum also approved a proposal to reform institutions under the State Council (Cabinet), stating that this was « needed to deepen economic reform, bring the party closer to the people and develop a socialist market economy ». The 9th plenary session of the NPC took place from 5 to 19 March. On 16 March, outgoing Prime Minister Li Peng - constitutionally required to step down from this post - was chosen as new Chairman of the Congress’ Standing Committee (Speaker), replacing Mr. Qiao Shi. Simultaneously, Mr. Zhu Rongji, formerly deputy to Mr. Peng, was endorsed as Prime Minister. On 19 March, the full composition of the Cabinet was announced. |
