| Prior to the parliamentary elections, general Denis Sassou-Nguesso had been re-elected President of the Republic and Chairman of the ruling Congolese Labour Party (Party congolais du travail – PCT) at the fourth congress of the PCT in July 1989. Subsequently, legislation was adopted which aimed to make the National Assembly a more representative body; it resulted in the above-mentioned breakdown of the 133 seats.
On polling day, the single PCT list of 133 candidates was approved by 99.19% of the electorate, according to an official announcement. For the first time, the list included non-members of the Party. In November 1989, President Sassou-Nguesso announced plans for economic reforms, heralding a departure from socialist policies. The 23-member Council of Ministers is headed by Prime Minister Alphonse Mouissou Poaty-Souchalatay. |
