ELECTIONS HELD IN 1992

Elections were held for all the elective seats of the bicameral Parliament provided for in the December 1990 Constitution, as a result of which the legislature was prematurely dissolved. The polling was the first on the national level since independence was declared in October 1991. | |

The August 1992 general elections for the House of Representatives provided for in the independence Constitution of December 1990 came some 13 months after Croatia’s secession from the Yugoslav federation and 10 months after sovereignty was declared. President of the Republic Franjo Tudjman had announced the election date on 24 June 1992.
Legislative polling coincided with that for President. Leading contenders in both races were Mr. Tudjman and his ruling Croatian Democratic Union (HDZ). They were opposed chiefly by Mr. Drazen Budisa, leader of the Social liberal Party (HSLS), and the ultra-right Croatian Party of Rights (HSP). In the running, altogether, were eight presidential candidates and 37 parties. Predictably, issues during the 30-day campaign related mainly to the war against Yugoslavia (and its consequences: loss of territory to Serbia, refugees, etc.) and to the country’s ailing economy. According to observers, the electoral process was plagued by fears of irregularity because the exact number of voters was not known due to warfare, loss of territory, mass movement of the population and uncertainties about the number of electors in the diaspora. On polling day, the HDZ secured an absolute House majority and ultimately wound up with a total of 85 seats, followed by HSLS and the Social Democratic Party (SDP), independents won five seats. Mr. Tudjman, for his part, was re-elected with 56% of the presidential vote. On 8 September, a new Government headed by Prime Minister Hrvoje Sarinic was sworn in. In the February 1993 House of Zupanijas elections, candidates were nominated by 26 political parties. The HDZ contested seats in all counties. As in the case of the House of Representatives, the electoral process was witnessed by observers, this time from the Council of Europe. Official results of the polling, which likewise brought victory for the HDZ, were announced on 25 February. |
