Purpose of elections:

  Elections were held for all the seats in Parliament in accordance with the terms of the September 1992 Constitution which introduced a multiparty system.


Background and outcome of elections:

  On 27 June 1992, President of the Republic Hassan Gouled Aptidon announced that a referendum on a new Constitution would take place in September, to be followed by the legalization of political parties and legislative elections on 11 November. On 27 October, this poll was postponed by presidential decree until December.

The two-week campaign opened on 3 December. Although these were the first multiparty elections since independence in June 1977, only one opposition group – the Democratic Renewal Party (PRD) – was registered to challenge the ruling Popular Rally for Progress (Rassemblement populaire pour le progrès – RPP), as the rebel Front for the Restoration of Unity and Democracy (FRUD) boycotted the poll, complaining of a persisting strong presidency, and called for voter abstention.

This appeal undoubtedly had an effect on election day, as total turnout fell below 50% and the Afar ethnic group, in particular, did not cast ballots. Voting procedures were witnessed by foreign observers from France, the Organization of African Unity and the Arab League. The RPP ultimately won all 65 National Assembly seats – the same situation as prevailed prior to the introduction of the Constitution. PRD, led by ex-Minister Mohamed Djama Elabe, accused the Government of electoral irregularities.

On 4 February 1993, President Gouled reshuffled the Council of Ministers, headed by Prime Minister Barkad Gourad Hamadou.
