Purpose of elections:

  Elections were held for all the seats in Parliament on the normal expiry of the members’ term of office.


Background and outcome of elections:

  The 1990 congressional elections were held simultaneously with those for President of the Republic and municipalities.

Main contenders for the presidency were the incumbent, Mr. Joaquin Balaguer of the Social Christian Reformist Party (PRSC); Mr. Juan Bosch of the leftist Dominican Liberation Party (PLD), who had been President for a brief period in 1963; Mr. José Francisco Peña Gomez of the social democratic Dominican Revolutionary Party (PRD); and Mr. Jacobo Majluta Azar of the Independent Revolutionary Party. The campaign, while focusing on issues such as the Dominican Republic’s economic problems (especially inflation), was largely dominated by the personalities of the two long-time octogenarian rivals, the conservative President Balaguer and Mr. Bosch. The latter, formerly an advocate of Marxist theories, had moderated his stance and now endorsed some capitalist approaches as a cure for the country’s ills.

Polling day – observed by foreign teams, including one headed by Mr. Jimmy Carter, the former USA President – was marked by a high abstention rate. When results indicated a close victory for Mr. Balaguer over Mr. Bosch, the latter declared the poll a "colossal fraud". On 13 July, after a recount, the electoral board ultimately proclaimed Mr. Balaguer the victor by a narrow margin. In the congressional races, the PRSC emerged with a one-seat majority in the Senate but lost its edge in the Chamber of Deputies.
