Purpose of elections:

  Elections were held for all the seats in the Council of People’s Representatives provided for in the December 1994 Constitution.


Background and outcome of elections:

  General elections for the former unicameral Parliament took place in June 1987. In July 1991, a national conference adopted a Transitional Period Charter which provided, inter alia, for an 87-member Council of Representatives which would wield legislative power during the transitional period. In June 1994, a 547-member Constituent Assembly was elected to draft a new Constitution. This basic law was adopted the following December and provided, inter alia, for an ethnically-based federation of nine states, a multiparty system and a bicameral national legislature with a five-year term.

On 5 January 1995, the May election date which would mark the end of the transition, was set by the National Electoral Board. The clear-cut favourite for the 550 Representatives’ seats was the ruling coalition known as the Ethiopian People’s Revolutionary Democratic Front (EPRDF), which had assumed power after overthrowing President Mengistu Haile Mariam in May 1991 and was the dominant force in the Constituent Assembly. Primary opposition came from the Ethiopan National Democratic Party (ENDP), led by Mr. Nebiyu Samuel. Four of the seven national parties boycotted the poll, alleging unequal conditions for the various contending groups. Altogether 2871 candidates were in the running.

Votes registered as from 15 April. Polling day, which included selection of State Councils, was monitored by foreign observers and generally peaceful. Final results gave the EPRDF, dominated by the Tigre People’s Liberation Front of then President of the Republic Meles Zenawi, a landslide victory.

On 24 August, Prime Minister Zenawi announced the make-up of the new Council of Ministers.
