ELECTIONS HELD IN 1989

Elections were held for all the seats in Parliament following the premature dissolution of this body. General elections had previously been held five months earlier, in June 1989. | |

It will be recalled that since the previous (18 June 1989) general elections produced no majority in Parliament, an alliance between the New Democracy (ND) party and the Coalition of Left-Wing and Progressive Forces was formed in a short-term Government dedicated to investigating the scandals that plagued the final years of the PASOK (Panhellenic Socialist Movement) administration.
The election date was set on 7 September. Debate during the generally quiet campaign centered on the country’s economic crisis and foreign policy issues with defence overtones, as well as on political corruption. Polling day proved as inconclusive as five months before, ND failing by three seats to gain the absolute majority (151) and PASOK raising its total despite the scandals. This stalemated result was once again ascribed principally to Greece’s proportional representation voting system. In this context, first Mr. Constantin Mitsotakis of the center-right ND and then Mr. Andreas Papandreou of PASOK attempted in vain to form a new ruling coalition. Ultimately, on 21 November, the three main parties agreed to broad-based Government that would rule the country until new elections were held in April 1990. Mr. Xenophon Zolotas (ND) was designated Prime Minister until then, heading a 21-member Cabinet. |
