Elections were held for all the seats in Parliament on the normal expiry of the members’ term of office. | |

The 1994 congressional elections were held simultaneously with polling for President of the Republic, departmental governors, municipal councillors and 20 representatives to the Central American Parliament.
Leading contestants to succeed President Rafael Leonardo Callejas (National Party – PN) were Mr. Oswaldo Ramos Soto of the ruling party and Mr. Carlos Roberto Reina Idiaquez of the Liberal Party (PL), the PN’s traditional rival. During a lengthy campaign, exchanges of personal insults and accusations between these opponents loomed larger than debate on substance, where the two differed little in favouring basically conservative political and economic policies. Polling day – marked by a high abstention rate due partly to inadequate voter registration procedures – resulted in convincing victories for the centre-left PL, which thus turned the tables on the right-wing PN with exactly the same congressional margin. On 27 January 1994, Mr. Reina and his new Cabinet were sworn in for a four-year term. On taking office, the President pledged to fight poverty, corruption and human rights abuses, as well as to place the military under civilian control and reduce its budget allocation. He also stated that his administration would continue the free-market economic reforms of his predecessor and honour Honduras’ foreign debt. |
