Purpose of elections:

Elections were held for all the elective seats in Parliament on the normal expiry of the members’ term of office.

Background and outcome of elections:

The 1991 general elections were the fifth since independence in 1979 and preceded polling for President of the Republic, scheduled for 3 July. Outgoing President Ieremia Tabai - in power since independence - was constitutionally prohibited from serving a further term in office.
On polling day, at least 15 incumbent MPs, including two Cabinet Ministers, lost their seats. President Tabai, however, retained his. A second round of run-off contests was held on 15 May in districts where no candidate had obtained an absolute majority the previous week.
Under the Constitution, the President is elected by direct popular vote from a list of candidates compiled from among members of the House of Assembly. The Head of State is also Head of Government, governing with assistance of an appointed Cabinet whose members are simultaneously parliamentarians. On July 3, the outgoing Vice-President, Mr. Teatao Teannaki, was elected President. The new Cabinet was announced five days later.
