Following the previous general elections of June 1994, Prime Minister Jacques Santer had been replaced in this post by Mr. Jean Claude Juncker in January 1995 when the former had taken office as President of the Commission of the European Union. Soon afterwards, a major reorganization of Cabinet portfolios had been undertaken.
As in the past, the 1999 parliamentary elections were held simultaneously with those for Luxembourg's representatives to the European Parliament. The outgoing coalition Government comprising the Christian Social Party (CSV/PCS) and the Socialist Workers' Party (LSAP/POSL) was once again mainly challenged by the liberal Democratic Party (DP/PD). Campaign oratory centred on a controversial pensions reform plan and, for the opposition, the need for change after 15 years of rule by the aforementioned coalition. On polling day, the Christian Social Party of Mr. Juncker held on to first place in the Chamber of Deputies despite losing two seats while the DP/PD, led by Ms. Lydie Polfer, replaced the LSAP/POSL of Deputy Prime Minister Jacques Poos in the runner-up position after winning three additional seats. In this context, Mr. Juncker formed a new coalition Government with the Democrats in early August after having been asked to do so by Grand Duke Jean. The new government was sworn in on 7 August. |
