Following the previous general elections in November 1989, President of the Republic Maumoon Abdul Gayoom – in office since November 1978 – announced plans for increased decentralisation and democratisation. A few months later, however, the Government suddenly reversed its policy on liberalisation of the press, adopting a stricter line. In May 1990, President Gayoom reshuffled the Cabinet and did so again in October 1993 after having been re-elected for another five-year term. At the same time, a far-reaching reorganisation of government bodies took place.
As there are no political parties in Maldives, parliamentary candidates run in an individual capacity. The members of the Cabinet are individually responsible to the Majlis. |
