Purpose of elections:

Resumption of elections for the National Assembly following cancellation of the April 1997 polling results by the Constitutional Court.

Background and outcome of elections:

General elections had previously been held in February and March 1992. In January 1997, a new Electoral Code was adopted which, inter alia, raised the number of National Assembly seats to 147. On 13 April, the first round of polling took place for this number. It was surrounded by controversy and the Constitutional Court ultimately invalidated the voting due to « serious irregularities ». According to the Electoral Law, new parliamentary elections were to be held within three months. In the meantime, President of the Republic Alpha Oumar Konaré was re-elected on 11 May.
The « rerun » legislative poll was contested by nearly 600 candidates (including 55 women) from 18 parties and 13 independent lists, but boycotted by radical opposition groups. The leading party in contention was the ruling Alliance for Democracy in Mali (ADEMA). Polling procedures were monitored by local and foreign observers. The first round voting day itself was marked by a low turnout and violence that led to two deaths. After the second round on 3 August, ADEMA and its allies (PARENA and PDJ) ended up with a total of 137 seats to 10 for five different parties of the opposition.
On 14 September, Mr. Ibrahim Boubacar Keita (ADEMA) was re-appointed Prime Minister by President Konaré. The new Council of Ministers was formed two days later.
