Purpose of elections:

  Elections were held for all the popularly elected seats in Parliament following premature dissolution of this body on 6 August 1991. General elections had previously been held in August 1987.


Background and outcome of elections:

  The election date - a year earlier than due - was announced on 6 August 1991 by the Prime Minister, Sir Aneerood Jugnauth (Mauritian Socialist Movement - MSM). Parliament was prematurely dissolved the same day and the deadline for submitting candidatures was set for August 23.

It will be recalled that at previous (August 1987) general election the alliance comprising the MSM, the Mauritian Labour Party (MLP) and the Mauritian Social-Democrat Party (PMSD) had emerged victorious. The two latter parties left this coalition in 1988 to get into opposition against the MSM and the Mauritian Militant Movement (MMM), which had signed an electoral pact in early 1991. During the three-week campaign, Sir Aneerood stressed his political experience, called on voters to choose continuity and underlined the country’s impressive economic growth during his years in power. The opposition, for its part, denounced what it characterized as the Prime Minister’s authoritarianism. Altogether 10 parties and some 330 candidates contested the National Assembly’s 62 directly elected seats.

Polling day - held in a calm atmosphere - was marked by a high turnout. Final results gave the ruling MSM-MMM coalition an overwhelming majority, with 55 seats to only three for the MLP-PMSD opposition headed by Mr. Navin Ramgoolan. The remaining two seats went to the Government’s ally, the Organization of the People of Rodrigues (OPR).

On 27 September, Prime Minister Jugnauth - in office since 1982 - announced the composition of his new Cabinet of 24 members.
