Purpose of elections:

Elections were held for all the seats in the Congress on the normal expiry of the members' term of office.

Background and outcome of elections:

At the 2003 poll, all 14 members of Congress were again re-elected as independents since no political parties exist. The new Congress convened on 12 May and elected Mr Peter M. Christian as its new Speaker.
