Elections were held for all the seats in Congress on the normal expiry of the members' term of office. | |

General elections previously took place in March 1995, when the President of the Federated States, Mr. Bailey Olter, was re-elected as one of the four at-large Senators; in early May, he was re-elected to the presidency unopposed. Similarly, Mr. Jacob Nena was re-elected as Vice-President.
At the 1997 poll, all 14 members of Congress were again re-elected as independents since no political parties exist. On 8 May, Mr. Nena moved up to the presidency; he is seconded by Mr. Leo Falcam, who was himself elected on 11 May. |
