Elections were held for all seats in Parliament on the normal expiry of the members' term of office. | |

President Joaquim Chissano, in power since 1986, and his Mozambican Liberation Front (FRELIMO) emerged as the winners of the presidential and parliamentary elections respectively, which were held from 3 to 5 December 1999. These were the second multiparty elections since the end of the civil war.
FRELIMO won the parliamentary elections with 48.50% of the vote, obtaining 133 seats, i.e. four more than in the outgoing Parliament. The opposition Mozambican National Resistance party (RENAMO) obtained 38.80% of the vote, giving it 117 seats, five more than in the previous Parliament. The Democratic Union (UD), which had won nine seats in the 1994, did not score enough votes to entitle it to parliamentary representation. This was the case of the other 10 contending parties. The results have thus led to a bipolarisation of political life. As soon as the final results were announced, RENAMO questioned their validity, alleging electoral fraud. However, international observers, including former US President Jimmy Carter, stated the elections had been free and fair, although they had noted that the counting process was slowed down by computer-related technical problems. On 18 January 2000, re-elected President of the Republic Chissano announced the composition of the new Government, headed by the outgoing Prime Minister, Pascoal Mocumbi. |
