Purpose of elections:
	Elections were held for all the seats in Parliament on the normal expiry of the members' term of office.
Background and outcome of elections:
	General elections had previously been held in November 1992. In 1995, a record 67 candidates contested the 18 parliamentary seats. The campaign was reportedly dominated by opposition allegations that the Government of President of the Republic Bernard Dowiyogo had squandered millions of dollars in royalties from the mining of phosphate rock - the cornerstone of Nauru's economy which constitutes four-fifths of the island's surface area and thus renders it uninhabitable. On polling day, all legislators were elected as independents. On 22 November, the newly elected Parliament elected Mr. Lagumot Harris as President by nine votes to seven for Mr. Dowiyogo, who had held the post since December 1989. Mr. Harris subsequently announced the make-up of the new, six-member Cabinet.
