Purpose of elections:

  Elections were held for all the seats in Parliament following premature dissolution of this body. Previous general elections had been held in November 1995.


Background and outcome of elections:

  Starting in November 1996, a series of no-confidence motions spelled defeat for successive Presidents of the Republic and premature polling was called in order to end this period of political instability.

At the February 1997 elections, all members were elected as independents; they included four newcomers. Five days later, the newly elected legislature met and chose Mr. Kinza Klodimar as President. The latter subsequently appointed the six remaining members of the Cabinet, which included two previous Heads of State.
