Purpose of elections:

  Elections were held for all the seats in the First Chamber on the normal expiry of the members’ term of office.


Background and outcome of elections:

  Since the previous (May 1991) First (Upper) Chamber elections, those for the Second Chamber in May 1994 resulted in a loss of seats for the centrist Christian Democratic Appeal (CDA) and the social democrat Labour Party (PvD A) to the Liberals (VVD), the left-of-centre Democrats 66 and smaller parties. As a consequence, a social-liberal coalition Government led by Prime Minister Wim Kok (PvD A) and also comprising members of VVD and D66 was sworn in on 22 August 1994.

In the May 1995 First Chamber elections, the VVD supplanted the CDA as leading party, winning 23 seats. The PvD A dropped from second to third place.
