Purpose of elections:

  Elections were held for the 11 popularly chosen members of Parliament on the normal expiry of their term of office.


Background and outcome of elections:

  Main contenders for the 11 elective National Assembly seats were the ruling People’s Action Movement (PAM) of outgoing Prime Minister Kennedy Simmons – which governed in coalition with the Nevis Reformation Party (NRP) – and the St. Kitts-Nevis Labour Party (SKNLP), led by Mr. Denzil Douglas. Altogether 29 candidates and five parties (three in St. Kitts, two in Nevis) were in the running.

Polling results led to a hung Parliament, as PAM and SKNLP each captured four seats, the former losing two. The Nevis-based Concerned Citizens’ Movement (CCM), with two seats, was thus left holding the balance of power but decided to stay neutral. On 1 December, the Governor-General asked Mr. Simmonds to form a new government. Mr. Douglas opposed this move, arguing that the electorate had voted for change (SKNLP in fact topped PAM’s percentage of the popular vote) and a 21-day state of emergency was declared following public demonstrations by Labour supporters. Mr. Simmonds, Prime Minister since 1980, nevertheless stayed in power with renewed NRP support. New elections in the coming months were likely.
