Purpose of elections:

  Elections were held for all the seats in Parliament on the normal expiry of the members’ term of office.


Background and outcome of elections:

  Prior to 1991 general elections, constitutional amendments permitting the establishment of a multiparty system were approved by referendum in August 1990. The amendments also allowed independent candidates to run and reduced the role of the Movement for the Liberation of São Tomé and Príncipe (MLSTP), in power since independence in 1975, as the country’s “leading political force”.

On polling day, the left-wing MLSTP (which had added “Social Democratic Party” to its title to become MLSTP-PSD) was ousted as majority party in the enlarged Parliament by the opposition Democratic Convergence Party - Reflection Group (PCD-GR). Observers attributed this defeat, among other things, to the country’s economic woes (strikes, falling prices for the main export commodity - cocoa).

Following the parliamentary elections, polling was held on 3 March for President of the Republic. Mr. Miguel Trovoada, an independent opposition leader, was elected. Mr. Daniel Lima dos Santos Daio subsequently retained the position of Prime Minister at the head of an 11-member Council of Ministers.
