On 10 July 1994, President of the Republic Miguel Trovoada dissolved the National Assembly and the date of the premature general elections was set. This action was taken amid a conflict between the President and Prime Minister Norberto Costa Alegre of the majority Democratic Convergence Party – Reflection Group (PCD-GR) over control of the State budget, which led to dismissal of the Prime Minister and formation of a new Cabinet on 8 July.
Voter turnout on polling day was reportedly close to 80%. On 5 October, the official results as announced by the national electoral commission gave the most seats to the Sao Tome and Principe Liberation Movement – Social Democratic Party (MLSTP-PSD), which had been the country’s sole party until the first pluralist elections in January 1991, when it yielded the top spot to the PCD. In a sharp reversal of fortune, the left-wing MLSTP was returned to power with 27 seats, falling only one short of absolute majority. The PCD, for its part, gained a mere 14, thus losing a total of 19 mainly to the newly founded Independent Democratic Action (ADI) group. The three other parties in contention failed to gain representation. On 25 October, President Trovoada appointed Mr. Carlos da Graça, head of the MLSTP, Prime Minister. Three days later, the latter named a Cabinet largely composed of his fellow party members. |
