General elections had previously been held in December 1987. Four years later, at an extraordinary congress of the ruling (and sole) Seychelles People’s Progressive Front (SPPF), a multiparty system was legalised, In July 1992, a 23-member constituent commission was chosen to draft a new Constitution; the fruit of its labours was approved by popular referendum on 18 June 1993.
The July National Assembly poll – which thus concluded an 18-month transition period marked by adoption of a pluralist system – was held simultaneously with that for President of the Republic, following a four-week campaign. Main contestants in the latter race were the outgoing Head of State, Mr. Albert René (SPPF), who had assumed power in June 1997 after ousting Sir James Mancham in a coup d’Etat. Sir James returned to contest the presidency as leader of the main opposition Democratic Party (DP). While observers expected a close result, the socialist SPPF captured 27 of the 33 Assembly seats and Mr. René was re-elected for another five-year term with 59.5% of the vote. Analysts attributed this triumph, among other things, to the victor’s economic policies, which included an important social welfare aspect. On 3 August, President René announced the make-up of the new Cabinet. |
