Purpose of elections:

  Elections were held for all the seats in Parliament on the normal expiry of the members’ term of office in the first such polling since the country became independent in November 1991.


Background and outcome of elections:

  General elections had previously been held in November and December 1990, when Macedonia was a constituent republic of the former Socialist Federal Republic of Yugoslavia.

The parliamentary elections coincided with those for President of the Republic,.which was won by Mr. Kiro Gligorov, the incumbent and candidate of the three-party Alliance of Macedonia (SM) coalition, who defeated Mr. Ljubisa Georgievski of the Internal Macedonian Revolutionary Organisation – Democratic Party for Macedonian National Unity (VMRO-DPMNE) outright. Due to irregularities in the balloting, the voting process for the National Assembly was repeated in 11 constituencies. Campaign issues focused on the country’s ailing economy (due in no small part to the blockade by neighbouring Greece and international trade sanctions on other neighbour Serbia) and foreign relations.

Polling for the 120 Assembly seats was scheduled in two rounds, the second necessitated in constituencies where no candidate obtained the required majority (because of the aforementioned irregularities in some constituencies, the second round in fact took place on 13 November for the last 10 seats). Altogether 38 parties and 1,765 candidates (of whom 283 independents) were in the running in the first round, 389 candidates in the second. Final results, contested by the two main opposition parties – the Democratic Party of Macedonia (DPM) and the VMRO-DPMNE, both of which boycotted the second round and sought annulment of the poll – gave the SM an absolute majority of 95 seats. Foreign observers, numbering some 150, expressed the view that the elections were generally free and fair, despite certain reservations about the procedures followed by State Election Commission, especially the compilation of electoral registers.

On 31 October, President Gligorov – in office since January 1991 – spoke out for rapid economic reform and improved relations with his country’s neighbours. On 28 November, he asked incumbent Prime Minister Branko Crevnkovski, head of SDSM, to form a new government. This was done, the new Cabinet being approved by the Assembly on 20 December.
