General elections had previously been held in December 1995. On 3 June 1998, Prime Minister Mesut Yilmaz announced that he would resign at the end of the year to facilitate formation of a caretaker government. Earlier the same day, it was agreed to call early parliamentary elections.
Since 1997, Mr. Yilmaz had headed a coalition comprising his centre-right Motherland Party (ANAP), the Democratic Left Party (DSP) and the Democratic Turkey Party (DTP). This alliance ultimately collapsed in November 1998 amid accusations of corruption. On 11 January 1999, Mr. Bulent Ecevit (DSP) was sworn in as Prime Minister; he had already held the same post in the 1970s. Some 20 parties fielded candidates for the 550 parliamentary seats. While all groups generally shared a commitment to liberal economic reforms, campaign debate was largely silent on these pressing issues, especially those involving the important banking and social security systems. The parliamentary elections were combined with voting for local posts. Final results gave the most seats to the leftist DSP, followed by the far-right Nationalist Action Party (MHP) led by Mr. Devlet Bahceli. The latter's gains came largely at the expense of the Islamic Virtue party (successor to the Welfare Party), which came in third. Given this outcome, Mr. Ecevit remained Prime Minister and, on 28 May, formed a new coalition government between his DSP, MHP and ANAP. |
