Purpose of elections:

  Elections were held for all the seats in Parliament on the normal expiry of the members’ term of office.


Background and outcome of elections:

  The 1992 parliamentary poll was the first held since adoption of a new Constitution three months earlier. This text provided for a smaller but more powerful body. The election date was announced on 18 April – just three days after the constitutional approval.

While there was no official campaign, pre-election meetings between candidates and voters were organised by the Viet Nam Fatherland Front – the umbrella political organisation which includes the Communist Party of Viet Nam (CPV). The Communist’s leading role in Vietnamese society was enshrined in the 1992 Constitution.

Of the 601 candidates for the 395 parliamentary seats (101 less than before), 118 were outgoing members of the Assembly and nearly 90% belonged to the CPV. Although independent candidacies were permitted, only two were ultimately approved. In their meetings with those in the running, voters reportedly voiced popular discontent especially with economic ills (unemployment, low living standards, etc.) and corruption in official circles.

While polling results predictably reinforced the dominant position of the CPV, a large turnover ushered in a generally younger and better educated membership. Many of these “technocrats” had called for greater openness on the part of the Government, particularly in the economic field, without however questioning the CPV’s pre-eminent status.

On 23 September, the newly chosen Assembly elected Mr. Le Duc Anh to the new post of President of the Republic (who replaced the collegiate Council of State) and Mr. Vo Van Kiet as Prime Minister. On 1 October, it elected a new 34-member Cabinet.
