Purpose of elections:

  Elections were held for all the seats in Parliament on the normal expiry of the members’ term of office.


Background and outcome of elections:

  Prior to the general elections, a system of universal adult suffrage was adopted pursuant to an October 1990 referendum. Only matais (heads of extended families) voted in previous polls.

Final results gave the ruling Human Rights Protection Party (HRPP), led by Prime Minister Tofilau Eti Alesana, 26 of the Legislative Assembly’s 47 seats - a gain of two. It topped the opposition Samoan National Development Party (SNDP) - a coalition of independents and the Christian Democratic Party - headed by former Prime Minister Tupua Tamasese Efi. The latter in fact lost his parliamentary seat, thus relinquishing the post of opposition leader to Mr. Va’ai Kolone, another former Prime Minister (from 1986 to 1988).

By 24 April, the HRPP claimed to have a total of 30 supporters. Mr. Alesana continued as head of Government, naming a new Cabinet on 14 May.
