Purpose of elections:
  Election were held for all the elective seats of the newly created Senate.
 
Background and outcome of elections:
  On 24 January 1999, a new Upper House of Parliament known as the Senate was created in Senegal as a further step in the country's decentralization programme. Of its 60 members, 45 are elected by members of the Lower House (the National Assembly) and by local, municipal and regional councillors (altogether numbering some 13,000) A further 12 members are appointed by the President of the Republic and the remaining three Senators are elected by Senegalese nationals living abroad.

Final results gave the ruling Socialist Party (PS) of President Abdou Diouf all the elected seats after a week-long campaign. The poll, however, was boycotted by a majority of the opposition parties, which viewed the creation of the Senate as inappropriate.
