All-party Parliamentary Group of the Human Rights League

Mandate - Legal watch during parliamentary debates: preparation of draft legislation, active participation in discussions, hearings of specialists (e.g. on immigration and asylum laws); - Referral to the National Commission on Ethical Standards and Security (CNDS), an independent administrative authority (AAI) responsible for guaranteeing observance of ethical rules by persons exercising a security mission under the Law of 6 June 2000; - Network of information and national coordination with a view to enlightening and alerting parliamentarians and public opinion regarding human rights matters; - Support and action force in the event of manifest violations of human rights.
Membership French deputies and senators belonging to the Human Rights League. Membership is on a voluntary basis.
Working methods The League members are convened by the Chairperson of the All-party Parliamentary Group on the basis of a previously set agenda determined by current political issues and events. The meetings are not public. The Group may organise on-site information missions, both unofficial in respect of the Group and official in respect of the mandates of the parliamentarians composing it. The same applies to any foreign travel and meetings organised. Service remains proactive and recognition is statutory, that is, due in respect of parliamentary status.
Relations with other parliamentary bodies Parliamentarians belonging to the League communicate among themselves through their political colleagues or directly on the occasion of meetings or commissions in which they take part.
Relations with external bodies Likewise, relations with the Government, the Ombudsman (Médiateur de la République) or any other national or international public organisation are based on the deputy's or senator's mandate. Ties with NGOs may be informal and are based jointly on the mandate and the activity performed within the All-party Parliamentary Group.
Subjects dealt with Since the topics covered are related to current events, the personal situations of Amina Lawal and Ingrid Bettancourt have been given much attention. French political events also mobilise parliamentarians in the League, as in connection with debate in France and Europe at large on draft asylum and immigration legislation. No report has as yet been issued on the Group's activity, but one is planned for these first two years of the French legislature. Reports are thus items of information gathered, as published by public entities and associations such as the CNDS, the French National Observatory of Prisons , the Human Rights League, the Refugee Forum, France terre d'asile, etc.
