Mandate (a) to review continuously human rights violations in the country; (b) to receive representations from affected persons, organizations and international agencies, including the Human Rights Commission, regarding human rights violations in the country; (c) to ascertain if any human rights violations have occurred and to identify the problem areas; and (d) to undertake studies and make recommendations to redress human rights violations, including proposals for legislation in the area of human rights.
Membership The total membership of a Committee is confined to 12. Every Committee elects its own Chairman from amongst its members. If the Chairman is absent the Committee can choose one of its members present on the occasion to act as Chairman for that sitting. - A casual vacancy is filled as soon as possible through fresh election. In the meanwhile the Committee continues it work and the seat declared vacant under article 59(3) is considered as accidental. If any member remains absent from three or more consecutive sittings of a Committee, without the Chairman's permission, such a person loses the membership of the Committee. All matters relevant to a Committee are settled by the members by majority opinion.
Working methods The Committee Chairperson selects agenda items in consultation with Committee members and by taking into account the representations of affected persons. The Committee has the power to demand the attendance of persons or the production of papers or records, if such a course of action is considered necessary for executing its duties. Committee reports are made public and the government is requested to implement Committee recommendations on human rights violations.
Relations with other parliamentary bodies The Committee Chairperson interacts with the parliamentary body of the National Assembly (lower chamber) as and when the need arises.
Relations with external bodies The Committee occasionally seeks information from the government, non-governmental organizations and the Women's Commission.
Subjects dealt with The matter of the violation of the human rights of women, children and prisoners is frequently on the agenda of Committee meetings.
