The Committee on Health and Social Security is one of the Althingi's twelve standing committees. The Committee discusses cabinet bills and private members' bills, parliamentary resolutions and reports on matters regarding health and social security, which the Althingi refers to the committee after the first reading. The Committee may request interested parties, specialists or government officials to either submit their opinion on a matter in writing or to attend certain meetings. When the Committee concludes its discussion of a bill or resolution, it issues a written opinion on how it considers the Althingi should deal with the matter or diverging opinions if the members of the committee are not in agreement. If the Committee receives a bill for further discussion after the second reading, it may submit an additional opinion. Committee members may decide to submit a bill on behalf of the Committee in areas of which fall under its jurisdiction. The Committee may also discuss matters on its own initiative. In such cases, the Committee may submit a report to the Althingi. The Committee may only pass resolutions when the majority of its members are present. |
Membership |
The Committee on Health and Social Security is composed of nine parliamentary members who are elected on the first parliamentary session each year. The composition of the committee reflects the relative strength of the various political parties. If a party does not have a member elected to a certain committee, the committee may decide to admit an observer from that party. |
