Mandate 1. To coordinate HIV/AIDS activities of Parliament and provide a link between Parliament and the Uganda AIDS Commission. 2. To scrutinize HIV/AIDS policies and monitor and evaluate government activities. 3. Examine and make recommendations on relevant bills and other matters relating to HIV/AIDS. 4. Initiate bills/motions required for combating the epidemic in Uganda. 5. Network with other parliaments on the problem of HIV/AIDS and related matters. 6. Report to Parliament at least twice a year.
Membership 20 members (14 from the ruling party, two independents and four from opposition parties)
Working methods 1. Holds meetings 2. Conducts public hearings 3. Carries out field visits 4. Organizes workshops and conferences 5. Conducts advocacy campaigns 6. Produces informative and educational materials such as tool kits
Relations with other parliamentary bodies 1. Works with other parliamentary committees such as Social Services, Gender/Labour and Budget committees. 2. Works with all parliamentary groups such as the Parliamentary Forum on Children, the Uganda Women Parliamentarians' Association (UWOPA) and the Parliamentary Forum on Food Security, Population and Development.
Relations with external bodies 1. Receives delegations from other parliaments 2. Shares information with other parliaments 3. Participates in events of regional and international parliamentary bodies such as IPU, CPA, CAPAR, Great Lakes Parliamentary Forum and AWEPA.
Subjects dealt with 1. Comprehensive HIV/AIDS Control Bill 2. National strategic plan implementation and mobilization of resources to ensure universal access to HIV prevention, treatment, care and support, including access to essential medicines 3. Oversight of HIV/AIDS-related policies and utilization of public resources for HIV/AIDS 4. New HIV prevention technologies such as circumcision 5. Collaboration on research for vaccines and microbicides
