BACKGROUND

Purpose of elections The number of candidates representing political parties increased to 264, up from 59 in the 2008 elections. However, only five were elected, from three parties supporting President Alexander Lukashenko. All other seats went to independent candidates. The newly elected members included 43 civil servants. 21 outgoing members were re-elected.

Several opposition parties chose to participate, while others boycotted the elections. OSCE observers stated that the elections had been administered in an impartial manner, but that the complaints and appeals process had not provided effective remedy. They praised the amendments to the electoral code in 2010 and 2011 for enhancing political parties' participation in the elections.
