Purpose of elections Monaco Horizon (HM) won a resounding victory, taking 20 of the 24 seats at stake. Monégasque Union (UM) came in a distant second with three seats. Both the HM and the UM comprised members of parties represented in the Union for Monaco (UPM) coalition, which had won the 2008 elections. The HM, launched in September 2012 by Mr. Laurent Nouvion, promised to finalize two new construction projects to deliver some 200 housing units by 2018. The UM, established in March 2011 by Speaker Jean-François Robillon, promised greater employment of young Monegasque people and a law on the disabled. A record 72 candidates (up from 63 in 2008) ran for the 2013 elections.
