The Committee examines all issues and questions regarding constitutional and parliamentary affairs and human rights submitted to Parliament. |
Membership |
It is composed of 18 members, who are selected according to their educational background and profession and, or experience. Members are therefore mostly from the legal profession; they generally serve for a period of four years. |
Working methods |
Items generally placed on the agenda of the Committee are draft bills, agreements, treaties and conventions which are referred to it by the Speaker in consultation with the leader of the House. The Committee's proceedings are in-house or outside with civil society, stakeholders and NGOs participating. Its reports are debated in Parliament and the amendments made are sent to the Executive. |
Relations with other parliamentary bodies |
There are many occasions where the Committee holds its meetings in conjunction with other parliamentary committees particularly relating to finance, energy, women and children, local government, mines and lands and forestry. This practice promotes information-sharing and strengthens the instrument to be passed into law. |
Relations with external bodies |
The relationship between Government and the Committee has so far been cordial. The Commission on Human Rights and Administrative Justice (CHRAJ) and the Serious Fraud Office (SFO) submit their annual reports to the Committee for discussion, the reports of which are eventually debated on the floor of Parliament before they reach the Executive. |

The Bill on the National Reconciliation Commission was referred to the Committee before it was passed into law; the repeal of the sedition bill was discussed by the Committee; the juvenile bill is currently under discussion. |
