| Mandate |
The purview of the Committee includes: protection of human rights and national minority matters; coordination of internal legislation with international standards; religious issues; ensuring juridical settlements regarding protection of external communities. The Committee also examines individual petitions from the public directly concerning matters of the protection of human rights. |
| Membership |
The Committee comprises nine parliamentarians and is elected for the entire legislative period. The number and the names of the Committee members are decided by Parliament on the proposal of the Standing Bureau. The Chairman, the Deputy Chairman and the Secretary of the Committee are elected by Parliament on the proposal of parliamentary factions by a majority vote of the elected parliamentarians. The Committee members are appointed in accordance with proportional representation of the factions in Parliament. The Committee is at present made up of representatives of the Moldovan Communist Party faction (four MPs), the faction of the electoral block "Alianta Braghi" (one MP) and the faction of the Christian Democrat People's Party (one MP), plus one independent parliamentarian. |
| Working methods |
In common with other standing committees of Parliament, the Committee presents notifications of draft laws submitted to Parliament. Where the Committee is responsible for examining draft legislation, a report is submitted. On the basis of the regulations of Parliament, the Committee meets weekly on a fixed day and at a set time. The Committee meetings are deliberative with the participation of a majority of its members. The Committee's notifications are adopted by a majority vote of its members. The Committee's meetings are usually public. The Committee may permit representatives of the media to attend its meetings. Official information about the Committee's work is made public by the press service of Parliament. The members of the Committee endorse draft laws and legislative proposals, conduct parliamentary inquiries, and debate and decide on any other issues put forward by the President or the Vice-Presidents of Parliament. |
| Relations with other parliamentary bodies |
Participation in the Committee's meetings is open to parliamentarians who have made proposals constituting the subject of the debate (originators of legislative initiatives or amendments, members of special commissions of inquiry, etc.) and, at the request of the Committee's Chairman, specialists from the parliamentary staff Legal Department. These persons may take the floor during Committee meetings. The Committee holds joint meetings with other standing committees when they need to discuss subjects within the purview of more than one parliamentary committee. |
| Relations with external bodies |
Members of the Government have access to the Committee's proceedings and may take the floor and answer questions. In discharging its tasks and obligations, the Committee organises its meetings jointly with public administrative bodies or specialised organisations, such as the Department of Inter-ethnic Relations, the Department of Migration and the State authority dealing with religious issues. The Committee acts in close cooperation with the Ombudsman, whose purpose is to protect the rights and freedoms of citizens. At the beginning of each year, the Ombudsman presents to Parliament a report on the extent to which the fundamental rights and freedoms of the person in the Republic of Moldova have been respected during the previous year. Simultaneously, Parliament debates the information on the activity of the Centre for Human Rights presented by the Committee. |

The Committee was made responsible for approving the Law concerning migration, the Law concerning refugee status, the Law concerning citizenship of the Republic of Moldova, the Law concerning the rights of persons belonging to national minorities and the legal status of their organisations, the Law concerning parliamentary lawyers, etc. The Committee made a considerable contribution to drawing up the National Plan of Action in the field of human rights for the period 2004 2008, which was approved on 24 October 2003. Parliament's Resolution of 28 December 2001 served as the basis for approving the personal competence and the Regulations of the Coordinating Committee to elaborate and implement the National Plan of Action in the field of human rights. The Committee works together with the Coordinating Committee, a parliamentary consultative body set up to coordinate the activities of central and local public authorities, and with representatives of civil society in the period of elaboration and implementation of the National Plan of Action in the field of human rights. In performing its work, the Committee is entitled to require of the public authorities the necessary information, to invite specialists to assist it in its work, to set up working groups to determine the principal directions of the Plan, and to supervise their activity. The National Plan stipulates many different activities aimed at improving legislation, consolidating democratic institutions, providing training and education in human rights, and informing the public of existing possibilities and mechanisms for implementing and protecting human rights and fundamental freedoms. The United Nations Development Programme (UNDP) has given considerable assistance with a view to implementation of the aforesaid Plan for the coming three years, 2004 2006. The Committee played its part in approving the conception of Moldova's national State policy, which represents the totality of essential principles, objectives and tasks concerning the integration and consolidation of the multicultural and multilingual people of the Republic of Moldova through harmonisation of the general national interest with the interests of all the country's ethnic and linguistic communities.
