Mandate The Committee's mandate is both intra-parliamentary (relations with other parliamentary committees and the plenary assembly, as well as with provincial and municipal assemblies) and extra-parliamentary (relations with relevant ministries and Cuban delegates to the Latin American Parliament and similar bodies). The Committee's specific functions include: overseeing compliance with relevant national and international norms; drafting legislation and other legal norms; reviewing policies and budgets; advising the executive; considering issues raised by individuals; disseminating information; and deliberating on matters pertaining to the condition of women and gender equality, domestically and internationally.
Membership The Committee comprises 42 deputies, selected on the basis of professional qualifications and experience of working on gender issues. All members of the National Assembly, voting openly and directly, elect deputies for a term of five years. Composition by sex: ... men (...%), ... women (...%)
Working methods Items to be placed on the Committee's agenda are selected by its officers from proposals submitted by members. Proposals from other deputies raising matters of concern to their respective constituencies and/or issues of special interest are also taken into account.Committee members deliberate among themselves, inviting relevant parties, ranging from ministers to experts in various fields, to participate depending on the matter under consideration. The Committee regularly monitors compliance with its earlier directives or provisions, organizes investigations and assigns them to its members, holds public hearings on specific issues, and summons government authorities engaged with the matters under discussion. Committee members take decisions collectively, which are implemented through the appropriate structures of the National Assembly. Compliance with decisions is monitored on a semi-annual basis during the body's regular sessions or by means of a special session, convened if warranted by the matter concerned.
Relations with other parliamentary bodies The Committee remains in direct and permanent contact with parliament's various bodies: information and advice is exchanged with other committees (such as those on education, health, local agencies, the judiciary and economic affairs) as required in each case and with the plenary assembly (for instance, in relation to the presentation of reports, draft legislation and matters for budgetary approval).
Relations with external bodies The Committee interacts with the executive on a continuous basis, summoning ministers and other government authorities to appear at its meetings depending on the matter under consideration. Members designated by the Committee take part in evaluating measures initiated under Cuba's Plan of Action to follow up on the World Conference on Women (Plan de Acción Nacional de la República de Cuba de Seguimiento a la Conferencia Mundial de la Mujer). Government agencies are responsible for implementing and providing regular progress reports on each of these measures. Government bodies at various levels implement the Committee's decisions. The Committee remains in systematic contact with non-governmental organizations (NGOs) with respect to the matter under consideration, particularly with the Cuban Women's Federation (Federación de Mujeres Cubanas), an NGO with more than four million women members. It also interacts with labour organizations on issues of gender as well as academic and sector-specific questions.
Subjects dealt with The issues most frequently addressed by the Committee include: the employment situation of women in Cuba (for example, the percentage of working women, sectors employing women to various degrees, women in rural and agrarian areas and access to new technologies); women and power (for example, the percentage of women leaders, access to positions of decision-making authority, the presence and status of women in leadership positions (by sector and region) and in public office (by election or appointment); and enforcement of the Family Code.
