Membership The Committee has 45 members. Members of the House of Representatives are proposed as candidates by each political party or group, in proportion to its respective numerical strength, and are appointed by the Speaker of the House. Working methods Following consultation with the Bureau of the Committee, the usual practice is for the Chairman of the Committee to set the agenda of matters to be considered or investigated, the work schedule and other business. In principle, the meetings of the Committee are open to the public The Committee may dispatch its members to consider or investigate specific issues. It may convene open hearings or invite government officials and others to speak at Committee meetings or to participate in some other capacity. In the event that the Committee wishes to send its members out to consider or investigate specific matters, prior approval must be obtained from the Speaker of the House. Prior approval must also be obtained from the Speaker for convening open hearings. After such approval has been granted, the hearings may be announced to the public through the Official Gazette. If the Committee wishes to invite government officials to attend its meetings to provide testimonies or to act as witnesses, such decisions may be made within the Committee itself. The Committee is authorized, through the Speaker, to request the presence of ministers of state. If it wishes to call on other government officials to appear before it, the Committee customarily submits a request to the Speaker for the officials to be summoned to attend the meetings as sworn witnesses. The Speaker then issues a written request for the officials to appear before the Committee in that capacity. The minutes of the Committee are open to the public.
