Mandate |
The mandate of the Committee is institutional and includes all the functions related to international trade and WTO. |
Membership |
Members of parliament intending to serve on the Committee register up to a maximum of 25 members. Should this number exceed 25, the parliament elects a maximum of 25 members to the Committee. |
Working methods |
The Committee works according to the rules of procedures of the parliament of Uganda and has powers equivalent to that of the high court.
The Committee, at the beginning of the session, develops a work plan outlining the details of the activities for that session. The Speaker of Parliament may also refer to it any issue falling within the mandate of the Committee. Petitions from both members of parliament and the public take priority. The Committee handles legislation, including the domestication of international laws on trade. The chairperson and clerk to the Committee propose the draft agenda at the meeting.

Relations with other parliamentary bodies |
Sometimes the Committee organizes joint meetings with the Committees on Agriculture, Finance, Planning and Economic Development, National Economy and Legal Affairs. |
Relations with external bodies |
Members of the Committee usually participate in some of the major intergovernmental negotiation forums such as WTO, ACP-EU JPA and East African Community Ceremonies (not negotiations). The Committee works closely with civil society and the private sector.
There is a regional liaison negotiation committee composed of members of trade committees of the four parliaments in the East African Community (Uganda, Kenya, Tanzania and the East African Legislative Assembly). Some committee members have attended IPU meetings.

The following issues have been dealt with by the Committee: joint negotiations by the countries in the East African Customs Union; a common market for the East African Countries in the Customs Union; and WTO negotiations in preparation for Hong Kong. |
