Mandate Under the rules of procedure for Parliament, all committees have the following duties, each in its own field: discuss and give opinions on legislative initiatives submitted to Parliament; evaluate the petitions received by Parliament; be familiar with the political and administrative issues within its remit and provide Parliament with the information it needs to evaluate government acts; promote public hearings of civil society organizations; invite senior public administration officials to provide information on issues relating to its field of competence.
Membership The Committee has 15 members, representing the political parties that make up Parliament. Their term of office runs for the entire legislative period (5 years). The members are proposed by the Speaker of Parliament and the final lists approved by Parliament in plenary.
Working methods The Committee prepares an annual programme of activities relating to its field of competence. Its powers are described in its mandate.
Relations with other parliamentary bodies Information is usually shared and activities coordinated at the weekly meetings between the chairpersons of permanent and specialized committees.
Relations with external bodies The Committee members still have no contact with WTO or similar bodies, chiefly because the National Parliament of Timor Leste has existed for only four years; it may still take some time to forge links with foreign organizations.
Subjects dealt with The process of drawing up and approving the laws establishing Timor Leste's new public institutions narrowed the Committee's focus to national problems. The consolidation of the country's democratic system and the implementation of the laws enacted might pave the way for the establishment of the much needed international links with organizations such as WTO.
