Committee is responsible for preliminary deliberation of bills concerning health topics. The following items of business are dealt with: Federal Government bills, private members' bills, popular initiatives or Federal Council bills. The bills are referred to the Committee by the Speaker of the National Council. |

The parliamentary groups convey names of members and substitutes to the Speaker of the National Council, which are thereafter considered to be elected for the entire legislative period.

| Working methods |
Items are referred to the Committee by the Speaker of the National Council. The Committee Chair decides on the agenda. Proceedings are usually not open to the public but may be declared public. Members of the Federal Government (ministers), their representatives or other experts may be summoned by the Committee. Decisions are taken by majority vote. The reports of the Committee's sessions are made public. |
| Relations with other parliamentary bodies |
All members of parliament sit on several committees and can therefore share information on an informal basis. The National Council can refer a bill to another committee. |
| Relations with external bodies |
Members of the Federal Government (ministers), their representatives or other experts may be summoned by the Committee. NGO representatives are usually not allowed to attend sessions, unless they are summoned as experts by the Committee. NGOs may also express their opinion by submitting written statements on bills. |
