Mandate |
The Committee was entrusted with the following tasks:
1. To study the present situation in the implementation of the State programmes on HIV/AIDS and drug addiction and to make proposals for improving the situation;
2. To analyse programme planning and expenditure, foreign aid projects and financial resources and to make proposals;
3. To analyse the Acts related to preventive measures and to make amendments to them and if necessary, to draft new bills, including framing a Bill prohibiting drug promotion;
4. To assess the sustainability of State HIV/AIDS and drug addiction programmes following termination of the programmes.

Membership |
The Committee was composed of nine members, nominated by resolution of the Riigikogu.
Technical assistance was provided by one official.

Working methods |
The Committee had a long-term working agenda during its session. Every member of the Committee enjoyed the right to propose items to the agenda.
Hearings were organized to clarify the actions taken by the Ministry of Justice, the Ministry of the Interior and the Ministry of Education and Research on prevention of HIV/AIDS. Ministers, advisers and specialists were invited to the meetings. The Committee also visited non-profit associations dealing with prevention.
At the request of the Committee, a survey was conducted by the PRAXIS Centre for Political Studies. The aim of that survey was to assess HIV/AIDS prevention.
The Committee terminated its activities and submitted a report to the Riigikogu on 23 September 2004.

Relations with other parliamentary bodies |
The Riigikogu Study Committee for Enhancing the Prevention of HIV/AIDS and Drug Addiction held a joint sitting with the Social Affairs Committee.
Minutes are taken of the sittings of Riigikogu committees. These minutes, as well as the report submitted on the 23 September 2004, can be accessed online by all other committees in the parliament

Relations with external bodies |
The Committee was empowered to request necessary data for its work from the Government of the Republic and from an institution of executive power, to request the participation of a member of the government to obtain information about problems concerning the powers of the member of the government and to request officials of government institutions and other persons to take part in the sitting of the Committee for notification and consultation purposes. |
