Mandate With regard to HIV/AIDS, the Social Affairs Committee deals with questions such as social benefits, social protection and above all, health care.
Membership The Board of the Riigikogu (bureau) specifies the number of members to sit on the standing committees of the Riigikogu. The number of positions on the Riigikogu committees prescribed for the Riigikogu parliamentary groups is proportionate to the number of members of each faction. The Board of the Riigikogu determines the number of positions ascribed to each parliamentary group in each standing committee. Parliamentary groups appoint their members to serve on standing committees. Members of the committee are appointed for the entire term (four years). Any changes to the composition must be approved by the Board of the Riigikogu. The last Social Affairs Committee was composed of nine members and three officials. Due to the recent elections, this may change in the near future.
Working methods Riigikogu committees prepare draft legislation for deliberation by the plenary assembly of the Riigikogu, exercise oversight of the executive within their particular field and perform other functions assigned to the committees by law or by a resolution of the Riigikogu. Committees are competent to adopt resolutions if at least one third of the members of the committee are present at its regular session. The committee adopts resolutions by majority vote. In conducting the legislative function of drafting legislation, the Committee cooperates, in addition to the sponsors, with the government agencies and inspectorates within their area of government. Committees may declare a sitting to be public if more than one-half of the members of the committee vote in favour thereof. The Social Affairs Committee organized a session outside the parliament premises at one of the NGOs dealing with Prevention of HIV/AIDS and Drug Addiction. No public reports or documents have been published besides the minutes taken at the committee sittings.
Relations with other parliamentary bodies The Social Affairs Committee held joint sittings with the Riigikogu Study Committee for Enhancing the Prevention of HIV/AIDS and Drug Addiction. Minutes are taken of the sittings of Riigikogu committees. At the request of a speaker, minutes are taken of his or her opinions. The minutes set out: 1) The time at which the sitting begins and ends and the place where the sitting is held; 2) The names and titles of the persons participating in the sitting; 3) The agenda of the sitting and the resolutions adopted; 4) The voting results. These minutes can be accessed online by all other parliamentary committees.
Relations with external bodies Members of government may participate in committee sittings and enjoy the right to speak. Representatives of State agencies and other persons may participate in committee sittings upon the invitation of the chairperson of the committee. Riigikogu committees enjoy the right to: 1) Request necessary information for the performance of their functions from the government and State agencies; 2) Request members of government to participate in a committee sitting in order to obtain information on matters within the purview of the member of government; 3) Invite officials of government agencies and other persons to participate in a committee sitting in order to inform and advise the committee.
