| Mandate |
The Committee is competent to draft bills, especially those relating to the alignment of domestic legislation with international norms and to consumer protection. It may also examine individual claims (claimants under reparation legislation). It prepares reports at the national and international level on topics under its mandate. |

The Committee is composed of 15 members nominated by the political groups, proportionate to representation in the House who serve for the legislative term of office. |
| Working methods |
The Committee operates in various ways: it holds meetings with various bodies (NGOs) dealing with human rights and with users and consumers rights. It organises thematic seminars and workshops. It holds meetings with legislative advisers prior to meetings with decision-making bodies. It may invite government officials and experts and it issues opinions. |
| Relations with other parliamentary bodies |
The Committee entertains contact with the Committee on Human Rights and Guarantees of the Chamber of Deputies and with other committees where, through plenary meetings, topics are dealt with jointly; it has ongoing ties with various bodies of MERCOSUR; its Committee Secretary attended Parlatino meetings as an Advisor to the Argentine Section. |

The Committee entertains contact with the Secretariat for Human Rights of the Ministry of Justice and Human Rights; with the Ministry of Foreign Affairs, in particular the person in charge of the Human Rights Department; with the Ombudsman to consult on specific cases involving users and consumer rights; with the Bureau of Prisons, when detainees or accused persons lodge appeals; with human rights committees in Brazil, Uruguay, Paraguay and Bolivia; and with human rights committees of the Andean Parliament. |

Complaints concerning procedures relating to the Laws for Historical Reparation; draft legislation on users and consumer protection; examination of the draft bill on refugee protection; defence and protection of the rights set out in the Convention on the Rights of the Child; examination of the norms that protect adults; hearings of experts to clarify matters with which the Committee is dealing; transmission, via the MPs who sit on the Complaints concerning procedures relating to the Laws for Historical Reparation; draft legislation on users and consumer protection; examination of the draft bill on refugee protection; defence and protection of the rights set out in the Convention on the Rights of the Child; examination of the norms that protect adults; hearings of experts to clarify matters with which the Committee is dealing; transmission, via the MPs who sit on the Committee, of the concerns of NGOs and of neighbourhood and provincial organisations; the Committee proposes some legislation that subsequently turns into draft bills on a case-by-case basis, such as for example the bill banning the manufacture of toys containing PVC. The Committee discussed the following issues: political detainees, abolition of death penalty, anti-Semitism, terrorism, commemoration of the international day of the disappeared, anniversary of the Declaration of Human Rights, gender identity. |
