Mandate |
The Committee's mandate includes drafting texts concerning the ratification of international agreements and other international instruments; oversight of the national legislation developed in the post-Soviet era in order to conform to international standards in the sphere of human rights; preparation of statements of the State Duma on human rights violations and on discrimination policies concerning Russian citizens and nationals abroad, practised by the authorities of newly independent States; the exploration and implementation of measures relating to the personal requests received from Russian citizens and nationals living in the Baltic States and in the CIS States, and also refugees and migrants. |

The Committee is composed of three members of the State Duma. |
Working methods |
The Committee comprises deputies of the State Duma. The Committee is guided by the Constitution of the Russian Federation, other national legislation, rules and decisions of the State Duma and its own regulations. The Committee meetings are held on a regular basis. In case of necessity, it may convoke special meetings. Its meetings are open unless the deputies decide otherwise. The Committee may invite officials to attend its meetings. Where relevant, the mass media and public representatives may be invited to attend certain parts of its meetings. |
Relations with other parliamentary bodies |
The Committee may if necessary convene joint meetings with other committees of the State Duma, set up study groups independently or together with other committees, for example when preparing parliamentary hearings. |
Relations with external bodies |
The Committee may call on ministries, departments, enterprises and organisations for all data that it requires to carry out its work. |
Subjects dealt with |
Federal law about citizenship of the Russian Federation; Federal law about status of foreign citizens in the Russian Federation; the social protection of the veterans of the Great Patriotic War living in the Baltic States who do not have the status of military pensioners; the situation in Latvia and Estonia as regards human rights, including especially the problem of statelessness of Russian nationals living in these countries. |
