The Committee is competent to: (a) study parliamentary and government legislative bills relating to human rights and democracy; and (b) monitor the application of national and international standards for human rights and democracy. It may also examine individual complaints if they are not pending before courts or the National Human Rights Commission. |
| Membership |
The Committee is composed of 15 parliamentarians, who are designated as for all standing committees: each parliamentary group submits to the Bureau of the National Assembly a list of candidates for the various committees, ensuring that the list is proportional to the representation of the parliamentary group in question within the National Assembly. The Committee members are designated for a five year mandate. |
| Working methods |
The Committee is assigned legislative texts by the Bureau and the Conference of Chairpersons, after approval by the plenary of the National Assembly. It establishes a schedule of work for consideration of these texts.
It invites the texts' authors and others who can provide it with further information to take part in its meetings. The Committee adopts a study report, which is subsequently submitted for adoption by the plenary.
Under the Assembly's rules of procedure, the work of the committee is not public.
The Human Rights Committee is authorised to carry out missions of inquiry and to question government authorities when human rights are violated in the country.
The Committee's decisions are subject to adoption by the plenary of the National Assembly, with a view to their implementation.
The implementation of such decisions is followed up through parliamentary missions of inquiry and information missions.

| Relations with other parliamentary bodies |
The cases of the Human Rights Committee may be submitted for advice to certain other standing committees. The Committee may also be associated with other committees to set up an ad hoc committee considering a specific matter. |
| Relations with external bodies |
: The Committee may hear any member of the Government, any state body or any non-governmental organisation if it considers it necessary. It is often informed in its work by the National Human Rights Commission, which reports to it on its activities. |
